Can security cameras record without internet?

Yes, if the footage has somewhere local to go. No, if the camera is a thin client for somebody's cloud.

Can security cameras record without internet?

Three setups behave three different ways during an outage.

A camera with a microSD card keeps recording to the card. You cannot see it remotely and you will get no notifications, but the footage exists and is there when the connection returns. A camera with a local base station behaves the same way, with more capacity.

A recorder-based system does not care at all. Cameras are on cable to the recorder, the recorder writes to its own drive, and you can watch live on a monitor plugged into it with the router switched off entirely. This is the only configuration here that is genuinely independent.

A cloud-only camera stops being useful. It may buffer briefly, and some models hold a short clip in internal memory, but the product assumes a connection and degrades to a paperweight without one.

Worth separating from this: a camera on Wi-Fi still needs the router powered even if the internet link is down, because the camera talks to the base station or NAS across the local network. A power cut takes out the router as well as the camera, which is why a small UPS on the router and recorder is a cheap upgrade for anyone who cares about this scenario.
