Brand vs brand
Tapo vs REOLINK
Tapo owns the cheap end; REOLINK owns the serious end. They overlap in the middle and that is where the comparison is interesting.

The short version
Below about sixty dollars Tapo has no real answer from REOLINK, and the C120, C210P2 and C216 are the value picks in this whole lineup.
Above about two hundred dollars REOLINK has no real answer from Tapo, because Tapo does not sell a recorder system and REOLINK's PoE kits are the category's value benchmark.
In between, the question is wired versus wire-free. Tapo's wired cameras are cheaper for comparable specifications; REOLINK's solar battery cameras cover more ground per unit. Both treat local storage as standard rather than as a concession.
The apps are where they differ day to day. Tapo's app is shared with TP-Link's plugs and bulbs, so it suits a house that already runs Tapo devices. REOLINK's app and desktop client lean towards people who want to scrub through a recorder's timeline, which is what you do with a PoE system. If you will mostly glance at notifications, Tapo is the easier life; if you will go back through hours of footage, REOLINK is built for it.
